It's a matter of degree. If you are liberating a populace from, say, Hitler, is it a crime to rape the women on the way in?

If you capture prisoners, is it a crime to pull their fingers off and gouge their eyes out?

There are times when the cause is just but the tactic is needlessly criminal.

I believe in having an objective to win. Absolutely. And I am convinced that a strategy that includes targeting people who are not guilty of anything will only prolong the process rather than resolving it.

Take raising a child as an example. Sometimes force is needed in the parenting process. But if it is the only thing used, you create monsters like the terrorists that we are opposing now. But if you temper that force with love and attention and caregiving and education, you can help to mold a healthy little human being. I believe that the same concepts apply here.
