A first strike nuke attack, no matter how controlled, would IMO shrink the coalition by 50 % and effectively send the entire co-ordinated efforts and support into total dis-array. Methodical hunt and kill will serve much more effectively and allow for ongoing expansion of covert efforts worldwide. Nukes would be counter productive other than to an immediate smallish area. If you want to polarize and ignite the Islamic world and others.....go nuke. Bad move IMO. ( one caveat however, if a large scale attack with a weapon of mass destruction were commeted against the coalition and particularly on American soil then perhaps nukes would wash)
