Of course, only Antartica didn't have an indigenous population already there, but... The sad, sorry fact of the matter is that there is plenty of blame to go around. It looked as if things were finally going to settle down and Israel had a time table and plan to change things over, then the intefada uprising occurred. And that wound up making it worse again and played right into the hands of Shimon and his followers. A real lose-lose situation.
