Over reaction has always failed in this area of what has made America great. There are plenty of laws for getting the bad guys....but they aren't being used by those in charge effectively. They know that. So I say, agencies need to start TALKING with each other and making it a TEAM effort unlike the gamesmanship crap that has cost too much.
