The problem is the state is everywhere. If the state is small then it can include religion at least in small ways without abusing atheists or agnostics. It could also exclude religion completely without abusing people of faith. But since it is so big either stance if going to make some people feel marginalized in certain situations. The most important case of this is probably education. Since it educates most children it is either going to be pushing religion on kids who don't want it (or who's parents don't want it) or it is going to be pushing any acknowledgement of God away from people of faith in a large portion of their lives. You can try to balance things and muddle through and for the most part that is what we do but you can't help from stepping on one side or the others toes (or sometimes both), and sometimes stepping pretty hard.
