I respectfully disagree with your position.
A terrorist operates beyond the laws of a country and has no respect for life and property. We shouldn't coddle these criminals. Your supposition is that when you react to a terrorist in terms of pay back, he would become more of a terrorist or more terrorists would be created. My feeling is that that you should destroy them and do everything to make sure that they don't rise up and enter the country again. Look at India. Several decades of terrorism go unabated. India does not have the resources and political will to root it out.

Arrest of the soft-ware engineers and subsequent release are NOT terrorism and we cannot talk of the arrest and September 11th in the same breath. They are different. There was no loss of life. It was harassment.
