I can see a pretty good case being made for nation building in those circumstances. The problem is, was there support for an extended occupation of the country? That would have been the only way to pacify things and create "Marshall Plan" conditions. Without the requisite stability, we can do little. Anyway, maybe if the president had attempted to build support for such an intervention, he could have, but I doubt it........
