Name one country bordering India who India is friendly with.

Bangladesh ? In 1971, Bangladesh got created with Indian assistance.

In a more generic context, name 1 country in the region that borders India, that is friendly towards its neighbors.

I guess friendly is a relative term ... I don't think India knowingly harbors any terrorists that terrorize it's neighbors. As far as I know no significant country is ready to wage war against India at the moment. Pakistan can't say the same.

I think India maintains friendly relations with China.
