Sure, individuals like you and I can buy them. For most individuals, municipal floaters are probably a better option, essentially the same thing that auction rate preferred is but in a tax-exempt structure. They usually reset either monthly or weekly.

Minimums can pose a high hurdle, though. Auction rate preferred trade in blocks of a million $$. As far as municipal floaters are concerned, back in the olden days when I was on Wall St (late 80's) floaters traded in blocks of a hundred thousand, I have no idea whether that number has gone up or not. A decent broker should be able to tell you.
