Thank you for your definition of debouch which is like mine (for example a river debouches). Now back to the issue of communications. Using your meaning of debouch we have either of the following: "Now we have you liberals incorrectly march out (as from a wood, defile or other confined spot) the child into the open". Or: "Now we have you liberals incorrectly issue (caause to emerge, discharge) the child into the open". Perhaps more normal plain English would get your point over better.
