Since you can't figure it out for yourself.

First understand Microsoft has a large percentage of the operating systems and therefore a large percentage of users have their data stored on Microsoft OS machines. Another large percentage of people who would want to access data use a Microsoft OS on their machine.

Second understand that Microsoft is dropping support for industry standard file storage systems. This particularly affects Network Attached Storage where an entire machine is used as if it were a file system to the client machines. No longer will they be able to talk to machines with Microsoft OSs.

Third understand that Microsoft intends to charge for interfaces to the OS so that any storage that is not Microsoft has to pay a fee to access data on a machine which is Microsoft. The fee is implemented by requireing that some aspect of the interface be supplied by Microsoft.

Fourth understand that you go beyond ignorance and well into the real of stupidity if you think this is not anti-competitive behavior. Only through a monopoly or near monopoly could such a money grab be made.
