FWIW there are 15 million 'undocumented' immigrants from Bangladesh in India - Muslims who have chosen Bharat Mata India does not throw them out, infact few even care, versus less than 10 million privileged Kashmir muslims. India has many gradations of under privileged people, Urban poor, Lower caste Dalits, tribals, and so on. Many have their rights trampled upon, eventually they organize form a political party and have their very own corrupt political class. Uneven economic growth is a reality. Some states are better organized, have better human capital than others. For individuals, there is always freedom to pile on to the big cities, or whereever unlike China and FSU where you needed permits to get to Moscow. The Kashmiris could have chosen to be king makers, by becoming a swing political party,like many others with 5-10 seats in the house -what with coalition governments in the last few years -- but nooo.
