I don't think any aspect of this situation is about "moral authority" although that is invoked on all sides as rhetoric. But to me rhetoric is just part of the game.

It's about balance of power, and the fact is, U.S. is the global superpower, and thus when it is attacked, its response has a huge impact on the future of history. This is the blessing and the curse of America.
