granted, it is a minor issue, but this isn't right. once you do something, you can no longer choose to do something else with those resources. since this is true, you have lost some level of control over your resources and, therefore, some level of sovereignty.

w"e won't nuke you to oblivion if you don't nuke us to oblivion" could be labeled an "attack on sovereignty."

it does limit the sovereignty of both nations if followed.

a real system of total sovereignty would be quite an interesting world. there w/b no agreements and my best guess is that there w/b a lot of wars and hostilities.
