It would seem China would welcome the oil. I imagine India would too, though Enron is a bit unhappy about doing business in India. Moving the oil to local consumers via pipeline would seem to be more cost effective than loading it on tankers.

I've heard there is a bit of a radical muslim/cultural problem in western china, so maybe the pipeline would be subject to sabotage.
