They pass a law that everybody who wants to turn flapjacks has to get a flapjack turner permit. You want to turn flapjacks, so you get a permit. You are then on a list.

I decide I don't like flapjacks and I organize sufficient political power to make flapjack turners completely illegal. You decide you don't like this, so you don't turn yours in as ordered. The FBI consults a list of people with permits, compares it with a list of people who turned in flapjack turners and sees the discrepancy. They come and get you.

Unfortunately, you do NOT have a constitutional right to keep flapjack turners, so you are SOL. End of story.
