Darn good question. Several possibilities come to mind.
1) They are selling like hotcakes.
2) Selected speed grades are selling like hotcakes.
3) In an attempt to get decent numbers of 1.7GHz+, Intel had a production crash.
4) Some combination of the above.

3) is not impossible, AMD experienced this with the K6's and it looks as if Intel did also with the "notched transistor" attempt to get fast PIIIs.

Big die = low yields.

But I don't think anybody dreamed they'd be this low...

Meanwhile, given the continued presence of non-copper mobile parts, it looks like the simultaneous transition to copper and .13 hasn't gone real smoothly either.

My guess on both shortages is the inventory build of machines with XP, for when all the ads break on October 25th. With over $1B in ads scheduled, retailers will want to have plenty of units in stock.

1. If this is true this is of Intel design by keeping prices of P-IIIs too high or dropping P-III production...
(or possibly X-box taking a big chunk of the P-IIIs)

2. coupled with a lack of wafer real estate on the P4 due to the double die size.

There is no real shortage -- just look at PriceWatch. There is a Xmas and WinXP related overproduction of P4/SDRAM boxes underway. This house of cards will crash by the end of November.

In addition, Intel is creating perception of shortages by putting parts on allocation, which creates panic and double booking. Intel routinely uses perception of shortages to coerce MB makers and OEMs into de-emphasizing AMD production.
