It certainly is. It would have been a test of our distribution system for anthrax antibiotics. It would also have been a test of the power of our system for making and distributing vaccines. These are societal and they are institutions, and if we were all wiped out- they would have failed. You may wish to define which social institutions you mean- but even if you mean government, government would have had a hand in setting the priorities. And if we are wiped out, they would have failed (pretty abysmally).
