We used to have this - called National Service - in the UK, until the mid-1950's. It was mainly, but not entirely, military service: I believe there were hospital and civil service options too.
It wasn't seen as productive, useful or successful. 18-year-olds dragooned willy-nilly into unsuitable tasks, or unskilled labour, are rarely the most productive in society...

Also, surely it smacks of state interference - big socialist government at its worst <g> Strange that it's the RW which seems keenest on it (I think it's a fixation on 'teaching' youth discipline and obedience... by force if necessary/possible...)
