No you don't- antibiotics are probably enough- unless you propose one resistant to all our antibiotics, which is unlikely.

In a sense even if there is a disaster that our social institutions could not possibly handle you could say that our social institutions failed us, but in that case you can't exactly blame them for this failure or argue that some other social institution would do any better.
