"There are Israeli citizens who are Arab, and are therefore not defined as foreigners."

Israel defines its citizens by religion not race. So passports say Jewish, Muslim, ... That's why you can't find any Arab demographics for Israel. No Israeli census has ever asked nationality, this is so to create the statistical illusion Palestinians do not exist in Israel. Officially there are no Arab citizens in Israel.

Also, the state of Israel recognizes Jews living outside of the country as Jewish citizens of Israel. The reality is that a Jewish person from russia landing in Israel today has more rights than a native palestinian whose family may have lived in what is now Israeli soil for generations.
