The killings were all done by the Lebanese Phalangists, in revenge for the assasination of their President Bashir Gemayl (and his family, in church) less than a week before. The controversy arose because the Phalangists were allies of the Israelis, and it was thought that Sharon had either foreseen the massacre and did nothing to prevent it, or that he should have foreseen it. Had the Israelis not been involved, it would have just been one massacre among many committed by the PLO and the Phalangists in Lebanon.
