Yes there are several. The easiest to look at are Morocco, Egypt and Saudi Arabia. The governments of these countries are not as fair as ours and there is also serious poverty within their borders. Southern Egypt is a good example and has been portrayed to some extent in the World media as contributing to the extremism and terrorist culture that thrives there. The further south you go the worse the poverty and more serious extemism on into the Sudan. You may end up in the Chicken and egg arguement which to me is pointless.

Much of the success of the western renaissance toward modern culture has its roots in the Islamic Ottoman enlightenment period.

Good idea for a study. Go for it.
