Enough of the people in Germany were responsible and the government of Germany was responsible. In a sense it is unfortunate then when the new government took over the only way it could make any sort of ammends was by taxing people, including some people who where entirely innocent.

I think what I am thinking about when I say responsible is atleast a shade different then what you are thinking about. I am thinking more in an abstract sense, not along the lines of responsibility equalling being made to make amends or face punishment. (Edit - I would call that being held responsible, but not being responsible for something) In the sense that I am thinking of it Germany can not be responsible because it doesn't think. Millions of people in it do think but the country is not a moral agent itself but rather a group or collection of millions who are moral agents.
