When Reagan left Office, I believe that the Soviets were still in Afghanistan. Nobody ever heard of the Taliban till something like 4 years after the Soviets had left the country (1994). In other words the Taliban really didn't exist till the second year of the Clinton Administration. But I don't blame President Clinton for the Taliban either.

If the United States came in to "rebuild" Afghanistan after the fall of the Marxist Government; instead of being blamed for neglect, the U.S. would be accused of Imperialism and ramming our culture and values down their throats.

The Taliban were installed well after Reagan was out of office. They were installed primarily by Pakistan, mostly due to inattention of the failed Clinton regime.

Clinton gets the blame for not taking Sudan's offer of delivering Osama to the US for trial.
