As I understand it, the reason our cruise missiles didn't hit OBL (when the Clinton administration ordered them fired into Afghanistan), is that we gave 'over-flight' notice to the Pakistani government, and the ISI (Pakistani intelligence agency) notified OBL to get moving 'fast'. This is one of the good reasons we don't feel so comfy with the ISI anymore.... Supposedly our missiles were homing in on the location we had pinpointed for OBL's satellite phone... and in his hurry he left the phone in his residence, got in a jeep, and scrammed. (This was referred to by Bush as the 'blowing up a tent and hitting a camel in the ass' incident.)
