The stuff they were importing was for medical purposes, so they claimed. That means they were taking advantage of US trade laws that permit type cultures and equipment to be shipped FOR THE PURPOSE of valid humanitarian research (protecting cattle and sheep.. etc)..

EVERY nation has had that ability because the US considers it to be valid trade and not military exports.

It was upon the Iraqis to ensure it was not used for military purposes...

The cracks in the system existed, and once it was discovered that Iraq was mistating the intentions for which it planned to use this material, it was stopped with UN sanctions covering these shipments.

Btw, the Iraqis weren't just getting stuff from us, but from the British and any other source they could find that was willing to sell this stuff to them.

Obviously, trade safeguards broke down, but that's a far cry from claiming the US was deliberately selling biological materials so Iraq could develop a bio-war program.
