The thing about containment vessels sounds right, but I couldn't confirm it in a quick search. I think Russia's still got some Chernobyl style reactors running, though. On a local note, I was just informed that my brother-in-law's wife was asked if she could come in to the local Univ. hospital where she works as a nurse part time. Another white powder in the mail thing. I think the whole building is in lockdown now. The idea of paralyzing a country by mass mailing of talcum powder is as frightening as anything. Fear itself is looking pretty darn scary these days.
