Simple answer = reconstituted UN with Afghanistan as a self-governing UN protectorate. Same for Palestine, and East Timor. Maybe Rwanda and others too. Kosovo? How about Iraq and Kuwait, combined into one, and within the UN?

Tony Blair has already suggested it. Now, let's give it legs.
