Yes. Because anyone possessing those illicit warheads would want to keep them for themselves.

And even if they did possess them, there's a little issue about whether they would work without having been properly maintained, or if they've been mishandled.

At least the Russians had the self-interest to NOT use the bomb. Some fanatic(s) with a hard on for heaven does not have that problem. That is terrifying. Cold sweat terrifying.
