Why don't we just randomly punish people so we can try to catch more people who have been in the wrong. Certainly none of them are perfect so they must have done something wrong, and if we punish enough people we will punish many serious wrong doers.

Sorry ideas like that don't appeal to me. They seem neither to be just nor useful. It is of course possible to do things that are both unjust and not useful but I don't see why we should make that our aim.

Edit - No apologies for past injustices do not make everything ok. But neither does adding new injustices. The only way you could make everything ok would have been to prevent the injustice in the past. Since that is not possible then we are left with trying to minimize injustice in the future.
