I disagree with your premise. My guess Republicans elected to office would support President Clinton (or shut their mouths), if the WTC happened under his watch. 5000+ murdered Americans, has a way of unifying most Americans. There will always be nit-pickers.

Have you considered that many European allies have Pershing III systems (an upgrade from the Pershings used in the Gulf War)? Israel is developing the Arrow anti ballistic missile system (good for Intermediate and short range missiles, and much more accurate than the Pershings?) - The United States is paying for most of its development. I don't hear anyone bitching about this system.

IMHO Europeans have less need for a anti missile system that shoots down ICBMs because the missiles they would most likely face are intermediate range missiles. The United States, because of the Atlantic and Pacific Oceans, is likely to face intercontental missiles. I also believe that the original ABM treaty allowed both the Soviets and the U.S. to deploy a limited number of ABMs. My understanding is that the Soviets deployed a system, but the United States never did.
