What's wrong with requiring all personal vehicles to attain 40 mpg highway by, say, 2004? Either that or start making all SUVs (since they're officially trucks) to check in at every interstate weigh station, just like the long-distance truckers.

Re: "Then when the people who make and assemble the parts for SUVs are laid off ..." No need to lay 'em off. They'd be making vehicles that get 40 mpg highway.
