Therefore: WHY and BY WHAT AUTHORITY does European Transport Commissioner Loyola de Palacio write "to her American counterpart, Transportation Secretary Norman Mineta (that) she considers it urgent that he look into the possibility that U.S. airlines are using aid from their government to cut their fares and, if they are, to take steps to halt the practice."
