I suspect many of the 'leaders' of the Taliban to be hiding out in Pakistan, while the conscripts remain in the line of fire. The militant protests take place in Pakisan mainly in border cities because of this: all mouth and no action.

As for OBL, his principal course of action, even thinking strategically, is simply to survive.... his survival is the best recruitment tool to keep his unholy war going.

That's the danger if we over-emphasize our military objective as 'getting OBL'. Continue to make the case that we're purging a terrorist network and downplay the individuals. When questioned about OBL, I think it prudent if our leadership would say something along the lines of "Oh, that murderer? I suppose we'll get him someday as we round up all the other murderers. But he's no more or less important than any of them."

And when he is brought to justice and questions arise, I think "Who?" is the perfect response.

There's no point in dignifying one rat above others by naming them publicly.
