Schiphol airport in Amsterdam has the (or one of the) highest pickpocket rate and luggage theft rates in the world. As well as the area around Centraal Station, where all the tourists come in... When I was there a year ago there was an article in the paper of how pickpocket gangs come in daily from eastern european countries just to target the tourists. So with the high rate of petty criminals on the street, a wallet on the ground has little chance of being returned!
