While energy consumption may be increasing exponentially in the developing world, in the 1st it is not.

I believe that even VP Cheney's energy plan (considered by critics to be overly ambitious), has a long term goal of less than 2% yearly electricity growth over the next 20 years. The Vice President basically took the increase in Electricity Consumptions of the U.S. during the 90's (which was lower than the 80s or 70s) and used it to forcast future electricity needs.
