One of the properties of a "militarized" version of anthrax is that it is bred to have smaller spores which are not filtered out in the upper nasal area, but pass into the deeper parts of the lungs. The Florida case appears to involve this type of modification (but not the other major military modification of resistance to common antibiotics).
