One cannot legislate doctrine (for example, the necessity of believing in the Trinity), nor actions which make sense only in the context of doctrine (for example, that one must receive the sacrament of communion annually, at a minimum). One can legislate based on moral concerns, however, as long as they can be defended in the context of consensual, or common sense, morality. As long as such a case can be made, it is permissible within our constitutional framework, even when one uses doctrinal points to mobilize the faithful.......
