The Moslem world is most vulnerable. So you can forget about smallpox [unless they really are mad and want to see the Moslem population dramatically reduced].

I've thought about that, a bio-MAD deterrence. That assumes they are thinking rationally, or at least are calculating. If so, they may calculate that the West is more vulnerable because we are linked physically through more travel and higher rate of contiguous populations. The Moslem world, though more vulnerable in larger cities, has large pockets of dispersed population that would not contact the disease because of natural isolation. In either case it would be a last resort weapon, but they may soon feel they are at that point. Also, remember that in their miscalculated theory the West is close to collapsing, and just needs a last push.
