Seems like the Media and Financial were hit first. Not to mention the Postal workers. Civilian airliners and the WTC are not "Government". I guess they don't count. It seems that the Civilian population is at as much or greater risk than the government. So the Civilian population panics and the Embassies, Congress, get a supply of vaccine and Cipro.
