Serious? Yeah, that's serious. There aren't too many examples. And it doesn't always work. But it often does. Gorbachev was a Communist. He brought down Communism through democratic capitalist reforms. A non-Communist would never get the chance to do that peacefully. A failure: Nixon proposed that the Government give all citizens a minimum amount of money and that the welfare bureaucracy be shut down. It would be taxed back if one had sufficient income. If not, one kept part or all of it. It never even made it to Congress.
