golf: Nextwave owns the D,E Block spectrum outright.. Only the C, F Blocks were subject to litigation.. That's why Nextwave is building out the Detroit "D Block" , and Madison, WI "E Block" BTA's. They own them and have build out requirements in April, 2002. The other BTA spectrum they own outright are. Springfield, MO El Centro, CA Pittsfield, MA The real questIon is whether they will be allowed to keep the F Block like was speculated earlier.
