I don't believe you'd defer. Even to me.

But I do believe that politicians are fickle - especially those without fervent (absolutist!) convictions, relying on democratic mandates - and so they wouldn't be likely to take on a military action they didn't think they could win...

Although if the actual dangers aren't too high, then soundbites outweigh the realities... better to be vocal if ineffective than to be seen as recognising (and by extension, accepting) reality <g>. Especially if it's a 'war' that pushes your key voters' buttons, e.g., the "war on drugs" or indeed the "war on terrorism".
But then, of course, you need to emphasise the long-term so you can't be blamed for a complete lack of results. And if you go in looking for a military enemy in these cases, you won't get good results because that's not how these 'wars' are best fought...
