The religious institution in the country has ultimate veto power over everything so it is tough for me to see how this is being accomplished. That's, of course, my point about the danger of wide publicity. This particular article reminds me of one of the articles posted here which argued that US foreign policy was being altered dramatically, right before our eyes, without the usual procedural checks and balances. This Iranian initiative is, possibly, one of those. Some of the material which points to the growing possibility of some sorts of realignments of Syria is also there. And, of course, Russia, and the various countries just north of Afghanistan. We need to keep sharp eyes. John
