I take it you are referring to the Victim's Compensation Fund, meant to help the families of those killed on September 11th. I do not see this as being essentially different from the aid promised to NYC for help in clean up and rebuilding, and I do not see that it is relevant to lawsuits, especially lawsuits originating about a year ago against a foreign power. I think you have overplayed that one......
