Not to my memory. The French accepted to start anew at no charge, as it was still on French soil, and in a military base. However it must be said that Mitterand refused to agree on a third shot, even if some of his ministers, Chevenement, lobbied hard on it. Normal, he was the president of the French Iraki Friendship Association, a very juicy club out of where all the weapons deals were transiting.
France was left with a few billion $ unpaid but delivered weapons from Saddam after the Gulf war. And now the Chevenement guy is running for presidential office in next year elections. No (g) accepted.
