They are BOTH deserving of consideration. The Afghans did not blow up the WTC. Of course you can make like a terrorist and not care about who you target, or why they are "guilty". You can say "they are guilty because I say they are guilty"- like the terrorists do. I'd prefer not to become a terrorist.
