What should the average Afghani cease to do? The Taliban promises us a hot reception. They should certainly cease any support of them. In fact, this would be an excellent time to revolt. If they voluntarily overthrew the Taliban and said they would hand over bin laden and any of his gang they could find, this would end in about a minute.
THAT's what I said.
An individual Afghani? No. The whole of them? The Taliban wouldn't last 10 minutes.

The Taliban could also indicate that they will cease harboring terrorists. They have not done so. They could agree to US inspections to verify that. They have not done so.

There is a great deal they could do that they have not done.

But let me ask YOU a question: Why are you defending the enemies of your country?
You know, the country that gives you freedom of speech on the internet.
The country where women are not slaves.
That country.
