I would imagine East Coast water temps are lower than West Coast. Anything above 60 is okay with me and most of the summer we get mid 60's which is great. Where I swim, the shoreline is mostly sandy so there is not a lot off the sealife you describe. BTW, it is the wave action that I like. I've had lifeguards come out thinking I needed help only to find out I was having a ball! I surfed for 15+ years so I'm very comfortable in heavy surf.
